“Thou therefore, my son, be strong in the grace that is in Christ Jesus. And the things that thou hast heard of me among many witnesses, the same commit thou to faithful men, who shall be able to teach others also.” 2nd Timothy 2:1-2
To be faithful is not to be someone who is full of faith. Although it is true that a faithful Saint would be someone full of the Life of God (Faith is Fruit of Holy Spirit Galatians 5:22). The Greek here, pistos, is to be someone trustworthy or trustful.
God desires Truth to be made known. “Who will have all men to be saved, and to come unto the knowledge of the truth.” 1st Timothy 2:4.
A Saint filled with Holy Spirit WILL teach someone some Truth.
Every Saint knows some Truth, even if it is only how to tell someone how to be Born Again. Any Truth God has revealed in any way to a Saint, a member of the Body, can be taught to someone. This is not the same as being gifted to teach a class, preach a sermon, etc. Every Saint can teach/proclaim Truth.
